Putting the North Hill golf course contract out to bid next year is the best option for the town-owned 9-hole course, an advisory committee recommended this week.

After almost a year of analysis and deliberations regarding the best way to run the North Hill golf course when the current management contract expires in December 2008, the North Hill Advisory Committee told selectmen that the town should continue with the same type of management and seek one company to run the facility.

Duxbury purchased 326 acres on Merry Avenue for the golf course in 1977 for $800,000. The course is on 56 acres.

The committee made its recommendation after considering three options: having the town run the course; having multiple companies run different aspects of the facility, (such as one overseeing the golfing while another ran the clubhouse and restaurant); or contracting with one company to provide all the services.

Johnson Golf Management is the current operator of the golf course, overseeing all aspects of it. Under the terms of the town's ten-year contract with Johnson, the company pays the town $101,000 a year in revenues along with a $4,000 payment in lieu of taxes and $2,000 for a liquor license. Also, Johnson built a $500,000 clubhouse at North Hill in 2000.

A new contract would be between three to five years, said Recreation Director Gordon Cushing, whose department oversees North Hill. The advisory committee is considering asking the contract bidders to build a new driving range to be located near the 9th hole.

Committee member Anthony Floriano presented the committee's findings and the three options. Floriano said the committee rejected the idea of having the town manage North Hill because it would be too costly. Using a revenue figure of $485,000 provided by Johnson, the town would realize only a $30,000 profit annually after paying $450,000 in operating, capital and employee-related expenses. Also, for the town to run North Hill, it would require a start-up capital investment of $850,000 to buy equipment such as mowers and golf carts, said Floriano.

The committee also did not support having separate vendors for various areas such as turf management, food and beverage service and the pro shop mainly because the town ran the risk of losing the steady stream of revenue one management company can provide.

Continuing to have one management company had many good points, said Floriano. An experienced turf company would oversee the course and its needs and the town would be guaranteed revenue annually. Also, the committee would be able to create a contract that addresses issues that are important to the town, such as superior customer service.

Selectmen agreed with the committee's recommendation, saying that under the financial budget constraints Duxbury is facing now was not the time for it to take over North Hill. They were also supportive about the idea of a new practice range, which Cushing said could be installed at half the cost of the clubhouse and septic system ($500,000). Sullivan said creating a driving range "would open the door to North Hill as a teaching facility."

The North Hill Advisory Committee must now work on crafting a new contract with the help of Town Manager Richard MacDonald and the town counsel. Also, at the Annual Town Meeting in 2008 there will be an article asking the town's permission for MacDonald to enter into a new management contract.
