Robert F. Troy died on June 11. He was 85.
Robert F. Troy died on June 11. He was 85. During his life, Mr. Troy had an active career in the military, in public health law, and in civic affairs. He was a graduate of Boston College and Boston College Law School, and was an active Eagles fan and participant in Boston College activities. Mr. Troy enlisted in World War II and served as a naval forward observer, reporting shore fire control and fighting at Salerno, at beachhead landings in Southern France, and at the invasion of Okinawa. After graduating from the School of Naval Justice in Newport, he became a Navy legal officer. He served in the judge advocate corps at the Pentagon and in Boston. One of his assignments included service in the JAG Corps in Japan. Following his return to Massachusetts, he was appointed General Counsel of the Massachusetts Depart-ment of Public Health, where he served for almost 20 years. He oversaw the drafting of regulatory authority, which empowered local boards of health. During this time, he was elected to the Milton Board of Health and served as chairman for many years. Mr. Troy was a long-time resident of Milton and Duxbury, and was an active participant in civic affairs. He coached Little League and participated in political campaigns, and was a member of the Duxbury Taxpayers Association. Mr. Troy was an affable man, who almost always wore a smile. Once, at a Duxbury Town Meeting, he addressed a proposal to build a town owned crematorium, and his humorous remarks resulted in a front-page story in the Patriot Ledger. He was also active in church activities, including the Lazarus program at Holy Family Church. All three of Mr. Troy’s children became lawyers. He leaves his wife of 58 years, Winifred, of Marshfield; a daughter, Mary, of Duxbury; two sons, Robert, of Cohasset, Paul, of West Roxbury; a brother, Jerome, of Marshfield; daughters-in-law, Kathy and Sabina Troy; and six grandchildren. A funeral Mass will be celebrated Wednesday, June 16 at 10 a.m. in Holy Family Church. Burial will be in Mayflower Cemetery. Iris
