State Representative Daniel Webster (R-Pembroke) has filed an amendment to the House Speaker’s expanding gaming proposal currently being weighed by state lawmakers. The crux of the amendment provides for an open bidding process relative to the issuance of gaming licenses. As currently written, the House gaming proposal grants “Category 2†and “Category 3†licenses to the state’s racetracks without competition, and Webster’s amendment would expand that process. “Category 2†slot machine licenses are relative to horse tracks and “Category 3†slot machine licenses are specific to greyhound racing facilities. “The driving forces behind the expanded gaming proposal are to put people back to work and generate new revenue for the state. My amendment would simply open the bidding process to prospective parties who are interested in slot machine licenses. We should let the market dictate these costs rather than gift-wrapping a few to existing race track owners. These are challenging times and we, as a legislature, should be looking for new ways to raise revenue outside of burdensome tax hikes. I believe my proposal will help accomplish this by allowing the free market to drive up the licensing fees,†stated Webster. The Massachusetts House of Representatives is scheduled to debate the Speaker’s gaming bill this week. The legislation aims to create up to 16,000 new jobs and bring in between $300M and $500M in direct gaming revenue for the state. |
