Duxbury resident James Kimball went from citizen to Planning Board member in just about 10 minutes Monday, after a unanimous appointment by board members and selectmen.

Kimball was the only candidate to fill a short-term appointment to the board created when David Matthews submitted his resignation in December.  His appointment will end after the March 27 elections choose a permanent member to complete Matthew’s unexpired one-year term.

Kimball has taken out nomination papers for one of the two open positions on the board that carries with it a five-year term.

On Monday night, Kimball appeared before members of the selectmen and planning board and briefly introduced himself and his credentials to those in attendance.

In his brief comments, Kimball outlined his previous campaigns for a seat on the planning board and his love for the town of Duxbury, which he wanted to assist in the planning issues it faces.

“I’d like to serve,” said Kimball.  “I have a lot of experience in land planning and have been doing it for a long time, so I feel I can bring a different perspective to the planning board.”

Kimball has served as vice-president for Cambridge-based architectural and engineering firm Carter and Burgess since 2001.  Prior to that, he worked for two years as director of architecture and engineering for Shopko Stores, Inc. in Wisconsin and another two years as manager of store layout and design for Kohl’s Department Stores.  He is also certified by the National Council of Architectural Registration Boards.

Speaking on behalf of the planning board, Chairman Peter Donahue said that the group had gone over Kimball’s resume and their knowledge of him from previous elections and his interest in running for the office was proof of his dedication.  Donahue said the board unanimously approved his appointment.

Selectmen Betsy Sullivan, John Tuffy and Andre Martecchini also unanimously approved the appointment of Kimball to the board.

Town Clerk Nancy Oates was on hand after the vote to officially swear him into service for the town.

Kimball immediately joined the rest of the planning board for their Monday night meeting.  Donahue resumed the meeting by welcoming Kimball and thanking him for filling in and assisting the board.

In other business at Monday’s meeting, the board:

*Unanimously approved a special permit recommendation to the Zoning Board of Appeals for a project at 823 Franklin Street.  The applicant seeks to add a second floor to a pre-existing non-conforming structure in a Residential Compatibility District.  Finding no glaring design issues, the board deferred judgment to the ZBA.  Board member Aboud Al-Zaim recused him from the vote given a social tie to the homeowner.

*Conducted an as-built review for a subdivision on Whitepine Lane with the developer, Jong Yoon.   Yoon responded to a number of unresolved issues regarding the project outlined in a memo by Planning Director Christine Stickney.  Among the issues were missing details on his site plans, landscaping that needed to be done as well as bounds that needed to be identified.  The board unanimously agreed on a plan of action with Yoon to get the issues resolved as quickly as possible and will hear an update on these issues at a future meeting.

*Received word from Stickney that the town’s zoning map has been completed and is in the process of being reviewed by town offices.  Once it is approved, it will be available online and for purchase at the planning office.
